You can declare Boolean variables in PL/SQL like this:

6 COUNTER := COUNTER + 1;

9 DBMS_OUTPUT.PUT_LINE('Counter = '||COUNTER);
10 END;

Counter = 10
PL/SQL procedure successfully completed.
SQL> DECLARE
